(male announcer) this is the bay area news station, kron 4 news starts now.empty fire stations in >> pam: empty fire stations contra costa county tonight. with not enough money in the budget - four fire-houses are now shut down. good evening, i'm pam moore. tonight - j-r stone is live where community members are expressing their concern. but, first grant lodes is standing by at the big board. to show us which areas are affected. grant? >> four stations close today in contra costa county. in martinez - station 12 on

shell avenue. in lafayette - station 16 on los arabis avenue. walnut creek loses station 4 on hawthorne drive. and in clayton, station 11 on center avenue. kron four's j-r stone is live tonight in >> there is a community meeting that begins at 6:00 p.m. directly behind me and lafayette there are going to talk about the closures and how ambulances will be changing to help with better response time. in this video, you can see some of these stations with nothing going on. by 8:00 a.m., there were no jobs lost but they knew that this was, but there were already understaffed, quite a bit. this will impact, response times, quite a bit there

already below the response time in the county. by this standard, they have to water 20 firefighters for an area that should have 600, ideally. >> because we simply do not have enough firefighters and fire engines on the street that we used to have it. whether or not it is going to be 820 seconds, or 1.5 minutes, increase. word-a 22nd increase either-is going to have an impact. >> again, there will be a community meeting tonight at 7:00 p.m. and lafayette. with other emergency response officials. reporting live, j. r. stone, kron 4 news. >> pam: violence reaching a tipping point in oakland. now - the city taking action to try and bring it under control. more on that ahead, but first grant is standing by to show us the problem. grant >> yes, pam. starting last

friday, and extending through this past weekend.oakland was especially violent. four fatal shootings froday, all over the city. two more shooting scenes saturday.one which saw 3 people shot. and three more shootings sunday.including a birthday party where five people were shot at 7:50 sunday night. now other numbers.right now there are 613 sworn officers policing oakland. the police chief is looking to increase that number to at least one thousand. so the department is painfully understaffed right now. by at least 400. this officer shortage and the recent spike in shootings has residents and police pushing for change.pam. >> pam: help is on the way today, the oakland city council's finance committee approves a public safety plan which includes authorizing a police academy for june 2013 hiring 21-civilian employees, including crime lab support staff and establishing a contract for 10- deputies from the alameda county sheriff's department o-p-d chief howard jordan says, the deputies will

help his officers deal with a violent feud between rival gangs in the city >> weather it is shootings or robberies where still focusing on those same two groups. similar to what the highway patrol is doing. they have been the successful and we want to continue that. i imagine having the highway patrol, this year, helping to days per week. and conceivably, having extra patrols of nearly four days per week. >> pam: the finance committee unanimously approved the new safety plan which now moves to the oakland city council tuesday >> catherine: a developing story to tell you about. police say a gunman walked into a business school in downtown st. louis today. and shot an administrator before shooting himself. it happened about 2 this afternoon. both men were in surgery - and are expected to survive. no one else was injured. it happened at the stevens institute of business and

arts - which has about 180 students. police officers found students hiding under desks and in closets. >> pam: one north bay city taking action to get guns off the street. a 'buy back' program in marin county today. got a larger than expected turnout. kron 4's maureen kelly reports. officials ran out of money within the first two hours. >> second one, winchester >> reporter: cars were lining up around the block here at the san rafael police department even before the gun buyback kicked offgetting 200 dollars cash for every working semi automatic firearm.and 100 dollars for others guns like this revolver you see here no questions asked. the turnout was big at all five marin county locations. >> this program has been much more successful. >> some some say they were motivated at least partly by the massacre at sandy hook elementary school.

more guns off the streets, less violence. >> reporter: but not everyone. >> they were gathering dust so this is a good way they do not run into the wrong hands. >> reporter: two hours after the buyback began.the county had already run thru the 43- thousand dollars they had raised for the program. they are now asking that people just voluntarily hand in their unwanted weapons.and are also handing out vouchers.which the d-a says he'll try to honor within the next 30 days thru more fundraising. >> this is something that you can do if you want to do something. getting something accomplished feel free to send us any money that can help us. to meet those challenges. >> reporter: the county plans to hand out more vouchers on an another gun buyback scheduled this monday. the martin luther king day holiday. maureen kelly kron4 news. >> now for some perspective on just how many guns are off bay area streets since december: oakland and san francisco both held gun buy-packs and the results were impressive. oakland collected 300 guns.

san francisco had 296 guns turned in. so nearly 600 guns - off the streets in one day on decemner 16th. people were given $200 dollars in exchange for their guns - the money coming from non-profit groups and private donations. >> pam: in san francisco, two pieces of gun control legislation were introduced to the board of supervisors. the first bans the possession of military style ammunition, such as hollow- point bullets. the sale of those bullets is already illegal. this action would make having them a misdeamenor. the second requires police notification, when someone in san francisco buys 500- rounds of ammunition or more. this includes online purchases. the supervisor sponsoring the changes says, they will make a difference. >> i deal with it every day. i check in with my police station captains about what was the violence that

happened in the week? the number one is that they pulling off fire alarms. and ak-47s even getting cleared off the streets. the work continues, weather or not the legislation will back it up. >> pam: it will take several steps to make these two changes laws. we will let you know what happens. >> catherine: new york state lawmakers have just passed the nation's toughest gun control law. it calls for a tougher assault weapons ban. it's also aimed at keeping guns out of the hands of the mentally ill who make threats. meantime - on the federal level.the president will unveil his proposals tomorrow to fight gun violence. some will involve actions he can take on his own. others will mean getting the cooperation of congress. and that won't be easy. the announcement might be coming wednesday. but we already know a lot about what the president will likely say. after a string of meetings headed up by the vice- president. proposals for actions he can use take on his own.

[ giggles ] ♪ the one and only, cheerios if you're getting your first paycheck of the year, you're likely discovering there's a little bit less take home pay than there was last year. some would say the party's over, but in reality the so called payroll tax holiday is what's over. kron 4's dan kerman is here to explain. >> when the economy outwith the economy in the dolldrums three years ago, congress created the payroll tax holiday, which cut the payroll tax from 6.2% to 4.2%.for 2011 and 2012. meaning more money in your paycheck to spend to help

get the economy going. well that so called holiday expired at the end of last year. meaning your payroll tax goes back up 2% meaning less take home pay. here's what it means. households making between 40 and 50 thousand dollars will see 579 dollars less this year. those making between 50 and 75 thousand dollars will see about 822 dollars less this year. those making between 75 and 100 thousand dollars will pay 1,206 more in tax, or 100-dollars a month the big question is, will this impact the economy? since consumers have less in their paycheck each week, even if it's 25$ a week, will they spend less? some forecasters say definitely. others say we've paid this rate for years and this 2-percent will have little impact over the long term. especially when you consider that middle class tax rates are not going up. >> pam: now this payroll tax

the response times it is usually the fire department. that shows up first. but that could be changing. with changes in contra costa county. >> we do not have as many firefighters on the street. >> reporter: that is certainly the case today. not one, two, three. however, there are going to be four fire stations that closed this morning. >> the fire house is closed because of the tax measure that was not classed. today in contra costa county where not one, two, or three, but four fire departments closed at 8 am this morning. the firehouses closed because a tax measure was not passed and property tax revenues are down. contra costa county now has 220 firefighters?.that is well below the 600 they?d like to have. they say these closure will affect response times to emergency?s. >> whether or not it is going to be a 22nd second delay or 1.5 minutes, it is

when the ship sideswiped the bridge last week. this is video from our helicopter partnership with a-b-c 7 news. officials say, the fender on the tower that was hit by the overseas reymar. quote - "did exactly what it was supposed to do" in protecting the bridge." guy klees, the bar pilot on board the tanker, passed his drug and alcohol tests. kron 4's charles clifford maps out the pilot's change in direction. >> reporter: back on january 7th the oil tanker overseas reymar was leaving san francisco bay when it struck a tower of the bay bridge. according to a report by the san jose mercury news, the pilot of the ship.. guy kleese... may havealtered the tankers planned path underneath the bridge. let's take a look at a google earth map. before the crash the tanker was being refueld at what's called anchorage 9, which is to the southeast of san francisco... from there the ship headed north towards the bay bridge..for vessels traveling on the bay the towers of the bridge are listed as letter of the

alphabet. a, b, c,d and so forth. according to the mercury news the overseas reymar was originally supposed to pass under the bridge between the c and d towers. but the pilot, for reason that are not yet know, changed his mind and decided to take the ship between the d and e towers. it was during this maneuver that the tanker collided with tower e. the ship was apparently going about 11.8 knots when it sideswiped the tower, causing millions of dollars in damage to both the bridge and the ship. again, at this point, it's not clear why the pilot changed course or how the tanker struck the tower. in the newsroom, charles clifford kron 4 news. >> pam: there was a bigger than expected turnout today, at the marin county 'gun buy back' program. hundreds of firearms were collected during the event. which was planned in reaction to the 'sandy hook elementary' school massacre. people walked away with as much as two- hundred dollars per gun, no questions asked. it was such a success, that the county ran through the 43-thousand dollars it had raised. in only two hours.

full board. starting last friday, and extending through this past weekend.oakland was especially violent. four fatal shootings friday, all over the city. two more shooting scenes saturday.one which saw 3 people shot. and three more shootings scenes sunday.including a birthday party where five people were shot at 7:50 sunday night. now other numbers.right now there are 613 sworn officers policing oakland. the police chief is looking to increase that number to at least one thousand. so the department is painfully understaffed right now. this officer shortage and the recent spike in shootings has residents and police pushing for change. pam. >> pam: help is on the way today, the oakland city council's finance committee approves a public safe plan which includes authorizing a police academy for june 2013

mistake. if you're getting your first paycheck of the year, you're likely discovering there's a little bit less take home pay than there was last year. some would say the party's over, but in reality the so called payroll tax holiday with the economy in the dolldrums three years ago, congress created the payroll tax holiday, which cut the payroll tax from 6.2% to 4.2%.for 2011 and 2012. meaning more money in your paycheck to spend to help get the economy going. well that so called holiday expired at the end of last year. meaning your payroll tax goes back up 2% meaning less take home pay. here's what it means. households making between 40 and 50 thousand dollars will see 579 dollars less this those making between 50 and 75 thousand dollars will see about 822 dollars less this year. 100 thousand dollars will 100-dollars a month the big question is, will this impact the economy? since consumers have less in even if it's 25$ a week, will they spend less? some forecasters say definitely. others say we've paid this rate for years and this 2-percent will have little impact over the long term. especially when you consider that middle class tax rates are not going up. now this payroll tax we're helps fund social security, right? that's right, it helps fund social security, which as we know is underfunded because people are living longer. this won't solve that problem, but it does restore >> after years of denying it. lance armstrong now admits he used performance- enhancing drugs. in an interview with oprah, armstrong finally answers the claims that have dogged his career in cycling. but will coming clean. mark a fresh start? and what's the cost to his tarnished for more than a decade lance
